The Check Clearing for the 21st Century Act (Check 21) facilitates significant changes in the way checks are processed by providing for a new negotiable legal instrument called a “substitute check.” This law affects all financial institutions even though it does not require them to change their current check processing operations. Check 21 also affects consumers and businesses because they may receive substitute checks.
